A data analyst with verified ties to the Department of Defense has released what she describes as an “enormous archive” containing thousands of transcripts and hundreds of recordings revealing a coordinated strategy involving former USAID officials, retired military leaders and major activist organizations to challenge federal authority following the 2026 midterm elections.
Jennica Pounds, a deaf, nonverbal software engineer who operates under the handle DataRepublican on X, posted the materials late October 19 and early October 20. Pounds, who has been publicly endorsed by Elon Musk and Charlie Kirk and subsequently hired by the Defense Department, alleges the materials show a sophisticated network operating largely outside public view.
The documents detail the existence of an organization called the United Democracy Alliance (UDA), described as a “control plane” coordinating major protest groups including 50501, Indivisible and DSA-aligned activists. According to the materials, UDA determines protest deployment timelines, response strategies and coordinates across multiple organizations.
Within UDA sits Renew to Thrive (R2T), led by Danielle Reiff and Paul Zeitz. The materials describe R2T’s function as planning for “the day after tomorrow” — envisioning what a restructured American government would look like after UDA’s primary objectives are achieved.
The materials credit National Security Leaders for America (NSL4A) with operationalizing UDA. NSL4A encompasses approximately 1,600 former military, intelligence and diplomatic officials, led by Rear Admiral Michael E. Smith (Retired). The same organization previously played a role in the “illegal orders” messaging campaign targeting Defense Secretary Pete Hegseth.
Political scientist Erica Chenoweth, known for developing the “3.5% rule” regarding successful protest movements, is credited with conceiving UDA under the Horizons “Big Tent” initiative. Chenoweth’s research has historically focused on nonviolent civil resistance and regime change strategies.
According to transcripts cited in the release, Smith personally participated in calls coordinating Insurrection Act exercises and roleplaying scenarios with R2T participants.
The released materials outline a sequence of trigger events, or “red lines,” that would prompt a declaration that the federal government is illegitimate. Among the most frequently discussed scenarios: invocation of the Insurrection Act against protesters described as peaceful.
The documents indicate that governors do not need to explicitly join any formal pact. Their role in the alleged strategy is indirect: by refusing federal requests for state troop deployment during unrest, they would effectively allow UDA-associated organizations to operate without state interference.
Analysts note the strategic significance of having a military-oriented organization coordinate domestic NGO protests. The structure suggests operational planning that extends beyond traditional protest coordination.
The release comes amid growing international attention to coordinated protest movements. Fox News investigations have linked more than 50 activist groups to recent unrest in France, where over 2,400 arrests and nearly 1,000 police injuries have been reported. French Prime Minister Sébastien Lecornu has blamed a “shadowy network” of far-left instigators for attempting to orchestrate disorder ahead of the presidential election.
Former USAID officials have been recorded discussing moving communications off government systems and onto encrypted Signal chats to build what participants described as a “global anti-authoritarian movement.” The same recordings reference plans for creating new “socio-political economic governance systems.”
These revelations underscore a fundamental question about the nature of political protest in 21st-century America: whether genuinely organic grassroots movements exist independently, or whether major protest organizations operate under centralized coordination from networks of former government officials and intelligence veterans.
Pounds summarized the dynamic succinctly in her first installment: “Almost nobody knows the grand plan. They simply agree to play a role.” As the 2026 election cycle concludes and attention turns to 2028, the distinction between organic protest and orchestrated political strategy may determine the stability of American democratic institutions in the years ahead.
